Propose sending European Assistant Superintendent to India as soon as the question of Indian Folice is decided. He will be required to investigate cases of all Indians now in India with a view to further employment, retirement, etc., and to recruit further officers if necessary. It is desired to dispense with all Sikhs except two or three, and only employ Muslins. Anticipate that some former members will be invelided, some will wish to retire, but cannot be sure that the mumber of those willing to return will not be greater than required.

It is also essential that a number should not return, even if fit and willing, in view of their activities during the Japanese war and occupation. Evidence obtainable against them is, however, very meagre and insufficient in many cases for dismissal proceedings, particularly in view of the fact that the majority were repatriated almost immediately after re-occupation before enquiries into their activities could be undertaken, Furthermore, as the men are now in India, administrative difficulties arranging for dismissal or compulsory retirement by normal procedure entailing reference to the Executive Council, etc., would be very great.

If the Sikh contingent only is abolished and Muslims are not, we shall be open to a charge of discrimination.
